Dear Gardens at Owings Mills I Owner, The simple tool you are using right now is designed to facilitate owners discussion concerning the property, and property management. My motivation to build this tool, and make some relevant documentation available was prompted by 2023 and 2025 Special Assessments. The main point of interest (but not the only one) is that while 2025 Budget allocates $270,000 for the insurance (see the link documents/budget) with the total insurance premium of $249,630.22 (see the link documents/insurance) the owners are required to provide additional $110,000 ($500 from each unit, total of 220 units). My attempts to find out what happened to about $20,000 of 2025 insurance generated budget surplus ($270,000-$249,630.22) as well as the similar surplus amount in 2024 resulted in

responses. The responses bring to mind President Trump's 2024 remark in his debate with President Biden-"I really don’t know what he said at the end of that sentence – and I don’t think he knows what he said either." I feel a concerned owner deserves better.
My recent complained with Consumer Protection Division concerns a different issue. Subsection 3.1.3 Allocation of Assessment among Units (a)(i) of the Bylaws specifically indicates that the amount of an Assessment levied against a unit should depend on the unit's size. That is 1 br units pay less than 2 br units, and 2 br units pay less than 3 br units. The equal amount of $500 imposed on each unit is, therefore, a violation of the Bylaws.
